Ignoring Validation and sending second Collection Lette

The corporation has simply delivered me another "Make An Effort To Gather a Debt" notice and not confirmed the very first one. I initially obtained the very first notice 24 months before and delivered my approval reqest notice via certified mail. They never confirmed your debt and many others have attempted to gather onto it since. Nowadays, I obtained the 2nd notice out of this organization... May they officially make an effort to gather again without actually verifying the supposed debt?
