Can't get refund check or transfer sent back

I tried to transfer 2 charge cards on to one and pulled out my citi card that didn't have a balence and discover transfered them 3500.00. When i noticed that the card i was suspose to give them still had a balence i checked into it and found out i gave the wrong account number and that citicard have a negative balence of 3500.00 i called on march 27 and ask them to transfer the money back to discover so they could apply it to the correct card. I was told on 3-27 they could not transfer the money back but could send me a check for the 3500.00 and i could then send it on to discover card and i would received a check for 3500.00 by april 2nd. Today is april 6th and i called and the citi card has notissued a check or returned the money back to discover. At this time i was told it would now be 30 days before they could do anything. I have been lied to by citi card and i want the 3500.00. This is crazy to me that now i have to wait until they decide to take care of this.
