Wrong Account Number Led to $3,500 Transfer Not Returned

I tried to transfer two charge cards onto one, and I pulled out my Citi card that didn't have a balance. Discover transferred 3500.00 to it. When I noticed that the card I was supposed to give them still had a balance, I checked into it and found out that I had given the wrong account number and that Citicard had a negative balance of 3500.00.

I called on March 27 and asked them to transfer the money back to Discover so they could apply it to the correct card. I was told on 3-27 that they could not transfer the money back but could send me a check for 3500.00, which I could then send on to Discover Card, and that I would receive a check for 3500.00 by April 2nd.

Today is April 6th, and I called and the Citi card has not issued a check or returned the money to Discover. At this time I was told it would now be 30 days before they could do anything. I have been lied to by Citi Card, and I want the 3500.00. This is crazy to me, that now I have to wait until they decide to take care of this.
