National platnuim shopping national platinum ripoff, unsolicited services, fraudulent billing, false advertising

I applied for a small loan online on March 8th. On march 23rd 2010 I found that my bank account had been charged a fee for a online shopping card. I never wnet to there site or filled out an aplication on there site. I called national platnuim and they said that I applied on March 8 and they had they ip address, birth date, account #... So I went online to there site and found the application does not even ask for a date of birth which of coarse they have wrong in there data. They are getting the infomation from a thrid party and through trickery or fraud are making a ton of money. If they can do this legally I am going to try and stop them from doing so. Any info will be helpful.
