Bad info on credit report

There is a Visa on our credit Experian credit report that does not belong to us. It was opened in November of 1992 and it is under Deborah Burke jointly with a James W. Burke of Canoe River Rd.in Mansfield, Ma. We have never lived on Canoe River Rd. A complaint was filed with the FTC in 2007 and nothing was done. I filed another complaint on 2/26/10 and today (3/1/10) when I called the FTC to follow up on it I was told that "the FTC does not act upon complaints by individuals". They also told me there is no way to contact Experian directly, but they said just keep filing complaints. We are trying to refinance and this is becoming a major pain in the &.
