Secured Credit Card Fraud - Secured Mastercard

I applied for and was granted a secured Mastercard by HSBC / Orchard Bank as noted by letter on December 30. January 4 my deposit check cleared my bank.

On January 6 they generated a computer notice stating I was denied the card due to "Serious Delinquency on at least one other account". I called their automated line and learned the credit report was from Equifax, and as I knew, my Equifax report has absolutely no delinquency.

They have not refunded my money and won't tell me which agency issued their bank charter so I can file a complaint.
