Illegal billing

Where do i start? To begin with, I've existed in my own condo for three years. Our rental plainly says that my water is roofed in my own lease. Why am I recieving numerous expenses out of this organization... Support fees, new account fees, etc. That Is rediculous, since I've never been maintained, or did I accept start any new records. I've attempted for months to have ahold of anyone to challenge these expenses, and also have not yet voiced to anyone. 3 months later. I've talked to many diverse people through the organization and noone appears to understand who I have to talk to to be able to understand this fixed. What type of support is the fact that? Is not it illegal to cost somebody twice for that same support? I ought tonot need to spend my landlord which organization for that same water.
