CapitalOne.com charged me $39 for $0.07 cents. They are a modern day Loan shark, Rip-Off Masters, illegal trade practices, FTC Violations

Capital One is a RIP-OFF company and I suspect (and am researching) illegal trade and illegal financial practices. Also, President Obama and other politicians have stated they did or will be enacting laws for the credit card and banking companies that charge or fabricate near illegal fees and near illegal practices. Has this happened yet?

Unfair Financial practices &/or Unfair Trade Practices:

Capital One charged me a $39 fee for a $0.07 cent over limit but a vendor who was supposed to charge me $3, but charge me $6.12. But Capital One stands proud and this is their company policy!!!

They jacked my interest rate up from 9.9% to 12% to 14% to now 23% (I think it was originally something low to get me hooked, I think maybe 4.9% or lower). So now at 23%, Capital One refuses to lower my interest rate back down to 9.9% or lower. Their stupid text book answering clones repeat the same crap about how they will review the interest on each account once per year, but no guarantee of lowering it.
So in my case, I've had a few companies or sneaky rip-off companies charge me or charge me annually when I never agreed to it; like when I charged something a year ago, then the vendor or retailer charges me a fee a year later out of the clear blue without my permission and without my approval; like consumer reports magazine and the annual capital one fee and a few other companies.
Paid a few minutes late and was charged $39
Then I paid my credit card a few times a minute or so after midnight because it took that long for the last minute crunch to finish processing my payment, But Capital One stands proud and this is their company policy!!!

I have asked Capital One several times over the past 5 years to put the block on my account to block any charges that will take my card over the limit. BUT GUESS WHAT??? They lie to me each time. They just told me a few minutes ago, 6:08pm EST, that this only works for a few items!!! What the crap, so $0.07 cents over and I get screwed with a $39 fee because I trusted their fair trade practices, NOT, what a evil lie, deception. So one again, they refuse to credit the $39 fee. But Capital One stands proud and this is their company policy!!!
Annual Fee has sent my card over the limit for a $39 plus their ripoff annual fee. See they go ahead and charge my card when there is NOT enough to cover the annual fee, but they dont care, they go ahead and force the annual fee, then BINGO, they win another fee of being over the limit for an additional $39. Wow, will the politicians and the FTC slap a class action law suite again Capital One for this immoral loophole, this near illegal financial trick and loop hole??? I have been ripped of one way after another by capital one and we need to stand and say enough is enough and make them pay!!!
So I am searching for a class action law suit against capital one, and if I can not find one, I will seek a law firm. Brower Piven is waiting for my paperwork on the games capital one plays, so I have to round up the paperwork and facts...
