Opperating Insurance company illegally

I'm not sure how this "company" got my information. On the first call I told Mr. Menzie that I was on the do not call list and he told me that he didn't care, he bought my information. I told him that he was not to call me again and hung up. For the next 3 weeks I got around 20 calls to my home and cell phone a day. He didn't block his number, but he did hang up every time he called. I eventually started to file complaints only to find that this man does not have a business license, Insurance license and there isn't any information about this guy through the IRS.

If a company is so fraudulent that its illegal then its hard to file complaints. So after 3 months of non-stop calling he started sending me personal things such as blog updates, family event photo's and news articles. The spam got so bad that on top of the 20 or so phone calls, I was getting twice that much PER DAY in my in box.
I eventually started calling him back after he would hang up and reading him the riot act, telemarketing rules, and FTC regulations on his behavior.

Finally I went to his "Office" which was a run down house in the middle of a bad neighborhood. He asked me to come in and I declined. After being called several not so nice names I attempted again to file complaints. But since this man isn't affiliated with any companies, and is unlicensed, its very difficult to resolve this.
Please don't deal with Bill Menzie Insurance. Whatever you buy, you aren't and it isn't even legal.
