Offered a kit for $19.97 for grants and never delivered

I visited Achievement Awards site and registered to get a Offer Package and decided to spend $19.97 to get a package and $1.98 for that handling charge. I had been shipped a slue of webpages with useless info. I had been not provided a or something that might direct me to obtaining a government offer. Subsequently two nights later my consideration was billed another $57.61 for another package that used to donot approve!!! Exactly what a fraud!!!
