Ripoff dishonest credit collection phone harassment mail fraud california

NCO acquired my NextCard account, which was being paid through a credit repair service, when NextCard folded.

In Dec. 2002 and again in March NCO claimed payment was not received from the service and started harassing phone calls to me to collect debt. Despite numerous calls and letters from both myself and the service, issue still has not been resolved. Phone calls are abusive; caller (usually a woman) only identifies as part of NCO and hangs up when I attempt to get her name.

Despite repeated requests, NCO will not communicate with me via mail to confirm payments or account status. They will only fax information. This has made me suspect that their practices are in violation of various financial laws and that they would be liable to federal prosecution if they sent some of their materials through the US Mail.

Given the numerous complaints about them - and the numerous addresses from which they operate - why hasn't someone tried to shut them down? This can't be right.
