Waterhouse lenders - Shady loans?

I had applied online for a consolidation loan through Waterhouse lenders. A few days later, I received a letter stating that I had been approved for the loan. The letter also stated that I needed to call Elizabeth Baker to find out more information. I called the number and spoke to Elizabeth. She went on to tell me that I was approved but needed to put a security deposit of $900 down. I explained to her that if I had this money, I would not need to apply for the loan. She told me the money was negotiable. During this conversation she went on to tell me the specifics on said loan. I told her that I was unable to come up with any money at the time. A few days later, I sent an email asking if the offer could be left "on the table" for a while. She responded, telling me I could have ten days, but she needed to know immediately. I emailed her about a week later with more questions. I explained that I may be able to come up with the money within a week. I mentioned in the email that I had a few questions for her. I asked her if the loan was in USD. I asked her to tell me how the down payment is paid, when the first payment was due and how it is to be paid and lastly, I asked her to email me a copy of the documents and the loan offer, containing all of the necessary information. She then sent an email telling me to just call her regarding my loan. I then sent Elizabeth Baker an email explaining to her that I do not mind calling her, but I have already spoken to her and I pretty much know the specifics. I told her now I want to physically see the loan documents. I mentioned that once I see the documents in writing, more than likely, the faster I can get the loan. I then asked, if my request was a problem. After that, there was no response. I tried to call the number the next day and it had been temporarily unavailable. I then sent an email, to let her know that I had tried to call and thought it was interesting that it was unavailable.
