Soliciting consumer reporting/credit report for potential employment New York

I received a suspicious email from a pre-screening HR Dept "unnamed company" soliciting a need to run my credit report as a part of a background check for employment. The email even provided links through the "pre-screen" site to help me obtain my credit report. This reeks of some kind of scam; either they are going to charge a fee to obtain what should be a free credit report or they are collecting the personal data needed for some kind of identity theft.

As a former government employee, I can verify background checks are not conducted through an email soliciting your personal credit report.
