Said I qualified for a loan for $38,000 to help start my business back up, I borrowed $479.00 from a friend and they ripped me off

I was told I qualified for $38,000 to help re-start my business, and IC Financial said they needed $479.00 for the lawyers and the underwriters, they needed a tracking number and they sent me some forms, I proceeded to start putting my business plan together, I borrowed the money from my friend in AA, (of course after that I relapsed along with a few other things) anyways, they sent some forms to fill out, it was all looking good, then when I was waiting for my 20-page questionnaire to fill out, it never came and everytime I called they said, They mailed it, I should have it " then they were going to email it so I could print it, and still it never came I waited around another week then I tried calling and the numbers were out of service, one even said there was a block on it, I haven't been able to pay my friend back yet, I am still working on putting my life back together, I just want to find out how to get my money back and sue them for the stress and duress they put me through
