Did not order this! Want refund from last 2 months charges of 9.99 each!

I simply discovered a cost of $9.99 on my charge card bill. I named the amount and that I still had no idea who the he* it was. I never requested or obtained something from you!!! I had been advised I've been already billed $9.99 twice going back 2 weeks. I'd like these costs returned instantly!
