Certain they could refinance and promised a credit back from appraisal but never closed the loan

This Mortgage company was certain that they could help me refinance my mortgage, they promised to credit back a portion of my appraisal fee. They took forever to respond on anything.in the end, they were never able to close the loan and also did not give me any money back from the appraisal. They were extremely slow answering questions and responding back in a timely manner. Then they tried to blame everything on the appraiser. Now I am out $465 for nothing!
