Harrassment for higher payments with Garnishment

I'm making regular monthly payments at what I can comfortably afford as a single parent. DCS is threatening to garnish my wage if I can't prove I have too many monthly expenses over $200 and are demanding I pay a third of my paycheck. Can someone tell me if they can legally do this? I don't think this is fare - Sure my payments are small, but it's been consistant for 6 months.
