Scammed out of $146.20 by company insinuating they were U.S. Government

On March 2, I requested a Disc descrbing how-to make an application for a Government Offer with a business at www.grantmyoffer.com. The cost was $1.88. The Disc never came although I had been billed for this on my charge card.
On March 17, that same organization billed me $98.04 on my charge card that was unauthorized by me and inexplicable by them.
On April 2, I had been billed again for $48. L6 on my charge card without any agreement or exlanation.
The recognition of the organization on my credt card is:
