Credit card ripoff - phone/credit card fraud virginia

In november global financial called and offered me a $2,500 credit card. Being a newly separated single parent i thought it was a good chance to rebuild my credit. I was told it would cost me $221.95 start up fee and then i would receive an opening package in a week, and then my credit card would come in appox. 10 business days after that. This never happened.

I have called (866-411-4466) every month since, sometimes several times in a month. I have spoken to a woman named kelly on several occasion and an ashley who said they would send me refund papers to fill out. But of course, those never came either. I have requested to speak to management and was put on hold for 30 minutes, at which i never spoke to anyone.

Is there anything anyone can do to help me get my money back!?
