This is a complete scam. The letter design and verbiage is a pathetic attempt at impersonating an actual government fine. Check out this awesome small print:

"california b&p code: 17533.6 this product or service has not been approved of endorsed by any government agency and this offer is not being made by an agency of the government. 39&3001 (d) this is a salutation for the order of server."

It goes on. Basically if you fall for this you probably deserve the fine (just kidding). This is pretty despicable stuff but I guess the world has a fair share of people capable of this stuff.
