Interest rate / charge card fraud

Received ask May 20th about rate of interest fall and just how the corporation may help me. I had been informed there will be a charge 0f 1,295.00 to reduce rates of interest. They stated they'd deliver me paper-work which I'd 5 times to come back it. When they couldn't reduce the prices I'd get a reimbursement entirely. I've not received the paper-work. I have approached them three times today requesting my cash to become returned and also have been declined every time. They claim they've delivered the paper-work by normal email after which by advantages and that I still haven't acquired it. I had been underneath the impact that I'd not be billed till I completed paper-work but that's false. HELP Please
