Checking Plus limit

I've had a bank account with Citibank around 1999 so when I popped it-my Checking Plus (facility) restriction was $7000.

Yesterday I discovered they reduced my restriction to $1800 because of the proven fact that I'm behind on funds on the charge card since it is truly difficult to find a change work because I'm looking after a handicapped guardian and also the economy. Not just did they not deliver me a notice declaring the decrease however they required $12.95 out-of consideration each month for credit checks-which I'd no idea these were doing. Evidently they believe this restriction is to get a charge card however it is definitely an overdraft limit for my bank account. The corporation has been bailed out plus they possess the nerve to punish me. They're a lender and therefore are designed to assist me and never tear me down. Minimal they might did was request when they might cost me for that credit history that has practically nothing related to a bank account.
