Ripoff consumer fraud. They say my refund is in the mail. They lie

I gave them money to get a $2000 credit card unsecure! I later found out you need to put money on card to use it, so I cancel the card and ask for a a refund of $197.00 as of NOV. 2002 and they said ok! I call and call and call, talk to phone rep. And they kept promising it is in the mail!
