Charging Over draft fees after account has been closed for over two years

My wife closed her account with them back in 2006 and now two years later 2009 she cannot even open another account with another bank because they put her in some type of systems that all banks has and she cannot open another account until the past do amount is paid off.

When she closed her account with Bank of America back in 2006 she took all her money out and her account balance was $0.00. Before closing it. Now in 2009 we tried to open another account with another bank together and the bank could not add her to the account because they said she is on this system they have. She contacted them today 3/11/09 and was told that they don't have anything on file from her anymore that she was already in collection for $157.00, that her account was negative this amount they transfered her to the collection departmenet and was told that she has this negative balance and needs to be paid.

She paid this amount today $157.00 for now so that she can be cleared and that she can be added to the new account we opened together with another bank but we would like to get to the bottom of this charge. Has anybody gone thrugh something similar or have any suggestion.
