Kicking families out of their home, not modifying

Since February of last year I have been hoping to modify. I was put on this loan in order to buy my brother-in-law out of his side of the house (it is a duplex). While I didn't think I could give my brother-in-law that much money, Aurora accepted one appraisal for an exorbitant amount of money, whereas the other 2 appraisals came in at $850,000 max. My loan was set for $950,000. I intended to refi ASAP.
The economy changed and I missed 2 payments. I begged them to change the terms of my loan, they said the only choices were:
1. Short-sale
2. Catch up with payments by paying more.
I cannot do either of the above. While my business has improved, they now want me to pay over $9000 a month (instead of $6500). This company leaves me no choice in how to get ahead and keep my house. Despite the fact I may lose my house, my renter (single mom) will lose her place, too. On top of that, I moved my business into the garage, so 4 employees will also lose out. I've done everything to hold onto this place. Despite the fact I've paid these guys over $200,000 in interest only, they're not budging!
On top of that, they refuse to tell me who my lenders are.
I have gone through 2 HUD organizations, every time they say insufficient paperwork was sent in. I have sent the paperwork in 4 times, every time it's rejected for some petty reason.
This company does not want to work with us to keep the house. They'd rather me short the place for $650,000 than work with us.
