Failure to cash check

Tried to cash a city of starke check at wal mart. Customer support stated that certegy stated to not cash it. After i named, the individual at certegy stated that i match a report which the decision wasn't reversable. After i requested what the profile was the repetition obtained an attitude with me and wouldn't give me a solution. I still need to know what account i match. Walmart includes a coverage to income all government inspections for 3 bucks, are they performing deceptive ads simply to aquire company?
