Threatening and Harrassing, multiple events

I have been receiving threatening and harrassing phone calls at more than one date, or month, years 2008 and 2009. These calls began after I was able to negotiate my own payday loan debts with several companies. I paid off these debts (stupid in the first place, I know).

Most companies were very cooperative, however, the phone calls began from 'Scott Miller' who is not American, has a very thick foreign accent, and when calling has many different callers and much noise in the background.

When 'Scott Miller' and his 'associates' call, they have several different phone numbers coming in. When processing reverse look-ups, they are usually LA, Calif, but sometimes Virgin Islands, Raleigh NC, British Columbia, and other far-off places.

I have told them I will report them to the Attorney General as well as Homeland Security, and have used exact words 'cease and desist'. I have asked for computer or mailed data as to whom they claim to be 'collecting' for, and none is ever provided. They say they have over 200 'affiliates' in the payday loan industry.

Their threats are not only financial, but personal in nature. They will come to my home, they will come to my job, they will take me away in handcuffs, they will have me arrested. The BBB Hotline says I could have them arrested if they ever show up. I have asked them for the official business operations data, for doing business in the U.S., and so forth, but they only threaten and harrass, they never provide data.
