Delaying my refund fraudilant business practices ripoff artists fraud

I requested my refund last year and have not yet recieved it. How can this company still be in business when they do the type of business they do. I gues I need to file a complaint with the postal authorities for their mail fraud practices. I have my original reciepts when I mailed back their package and when I mailed back their refund request. I have called them and ask but they keep on changing the date they are suspose to send my refund.
