Automated relentless phone calls for no reason

Capital One has been harrassing my cell phone with courtesy calls to someone else when I don't even have an account with them! They have been dialing my number by mistake and I yelled at them NEVER TO CALL ME AGAIN! They need to be brought to justice and put out of business with no bailouts like other banks request the government to get them out of trouble! And they will be in trouble!
