Repeated calls to my cell phone meant for someone else

Capital One has been harassing my cell phone with courtesy calls to someone else when I don't even have an account with them! They have been dialing my number by mistake and I yelled at them never to call me again! They need to be brought to justice and put out of business with no bailouts like other banks request the government to get them out of trouble! And they will be in trouble!
