Took my money from my credit card but did not provide services promised

In April I recieved a phone call offering to reduce my credit card interest from Resolutions Center. They guaranteed me that they could drop my interest rates substantially enough to merit the fee that they would charge me.

I did not sign any documents and received a folder in the mail from the company. When I did not hear from them over the process of over a month (except the day after I talked to them when they called after 9 pm) I called them myself and they said they would have one of their representatives call.

More time passed and I still did not receive a call from them. I had initiated the call one other time before calling in August quite angry and requested a refund due to the fact that they had not provided the service they had promised.

I was told someone would call me in ten minutes. The man who called told me that the people I had worked with were no longer affiliated with their company. They had only been hired to do the mouth work with the credit card people. He said that after a period of time I would receive the refund for the amount of 998.00 on my credit card though he had no idea how long it would take.

I told him that it sounded like a ploy to appease me which is what I assumed it was. I have not heard back from them yet.

I need advise on how to proceed with this issue. The documents I have were never signed but there is a date on them that says one year.
