Inactive account notification an attempt to collect 8 years of account fees on a closed account

E*Trade sent a letter to me stating the funds in my E*TRADE account may qualify as unclaimed property, including listing a balance of several thousand dollars. The account was opened in 1999. The exorbitant account fees E*TRADE charges on inactive accounts had reduced the balance to the point that it didn't qualify for monthly statement service. I haven't received any communications on this account for years and thought I had closed it.

Now I am being told that I actually have a negative balance because of the all the account fees charged against this account. The account has been assigned a new account number and I am supposedly liable for the fees because of a new policy they now have in place. I had not been notified of either of these developments.
