Raising interest rate very high with no valid reason, bad customer service Delaware Ohio

Chase bank offered me 4.9 % APR for life of the balance years back. So I transferred balances from mother credit cards to them. I've been a good payer paying more than the minimum but I changed my mode of payment instead of sending check I make my payment on line through my bank. I set it up in a way that they will receive my payment 2 weeks early. I always pay twice in one billing cycle and it's more than the minimum.
For some reason on the month of June on my statement I was charged late fee and my interest rate went up to 29% from 4.9%. I called customer service and they keep telling me that I was late, I called customer service multiple times explaining my situation telling them that it was not late rather there was a problem that was technical. I've been paying too early so sometimes my payment accumulate in one billing period. It seems that they could not understand it and they are not very nice and on several occassion they would hang up on me.
Finally after several attempts one customer service understood my situation and she assured me that she's going to submit a report but I found out lately that she never did. So I called again and another customer rep. Told me that she will do it. I'm not sure if she will. I'm paying very high interest rate and it is so frustrating that this big company CHASE would not hear and help me. I hope somebody would be able to help me since it really causes stress on my financial situation.
