Bait and Switch false promises Internet

I will make this short and sweet. I called Discover Card in November to do a balance transfer, I was told that I could get a 3.9 % rate on all balance transfers. Today I received my bill and it was at 7.9%. I called Discover Card and asked the balance transfer department what my rate was on my balance transfer and told 3.9%, I then called to get a payoff and asked for a supervisor to tell me exactly what my payoff was with the corrected rate. She informed me there was no corrected rate, my rate was 7.9%. I will now be pursuing this legally and it is all over $10.00!!!
