Rewards660 they suppose to a credit card company but when you call the number you can't get a real person on the phone

Ewards660 is suppose to be a credit card for people with poor credit score to help build up their score and build up their credit when you call to activate the card you are on the phone for hours and you still don't get anyone then the recording saids call back on sunday from 10:00 til 2:00 for best time to contact somebody i tried to call on sunday the hours it said and the recording said the office was closed but this company wants me to send them a monthly paymen of 40:00 before may 5
