Ripoff took $200 from my checking account but I NEVER got the card! Corruption

I needed to establish a Credit History. I got a call telling me I had been APPROVED for a Mastercard. 0%apr, only $99 annual fee, "plus administrative fee".
They needed my authorization to withdraw $19.90 from my account to start processing my credit card. I asked more questions. The answers seemed satisfactory. So I gave them my account number.

I got "information" on the mail but my credit card never came. So I started calling them on the phone.
Everytime I was given an excuse and they told me to "allow two to four weeks" to get my card. I kept calling. "Please allow two to four weeks" was all I could get.

Four months went by. I sent them a certified letter on Oct 10th requesting my money back. I am still wating for USPS to give me notice of receipt. I wouldn't be surprised if the address is fake too!!!
