Ripoff, fraudulent billing, dishonest representation as a credit provider and misrepresentation of Capital One Bank!

I got a call from First Capital Consumers. The salesperson "Marcus" offering a 4.99% lifetime interest, unsecured VISA or Mastercard w / no annual fee for the processing & card fee of $199. They lied & said they represented Capital One & I would get offers from other accredited banks (I believed since I sumitted an app to credit card search-service on the web).

They asked when I would be home to get a FedEx that would arrive in 3-5 days! Someone called me back to varified my info. & set-up my debit date. He said they don't have a 800# (which my bank later gave me) and gave me this #416-289-3634 & to ask for him & gave me a pin#. It was hard getting someone to talk to, they never return a call if promised! They said Marcus was in "sales" & I couldn't talk to him or any managers and aren't allowed to use FedEX!

I had to wait 30 days for a signature card and an aother 30 days for the card! They asked me to wait 30 day and never sent me anything. I asked for a replacement package they stalled me for 2 weeks and then lied about sending another! They even gave me an internal tracking number of the letter which the post office can't varify!

When I called back they now needed managers approval to send a replacement pkg & wait another 2 wks! My bank said it was past a 60 days in which I could've request a refund from the bank. They prey on people like me who can't qualify for good interest credit cards & despirately need money. I thought this was the an answers praying for and am deeply disappointed. I will be grateful for any help you can provide!
