The Rate Reduction Center - Violaters on DNC or Credit Fraud?

My number is on the DNC registry.
Nonetheless I received an automated call from "the Rate Reduction Center." There was no number on the Caller ID.
I was prompted to press 9 to speak to a representative.
I did so and when connected, asked "Who is the the Rate Reduction Center?" The woman replied only "the Rate Reduction Center." When I asked "What company?" the person hung-up on me.
It seems obvious these people are operating in direct defiance of the law. The lack of Caller Id and refusing to identify what company shows a disregard for the law.
It occurs to me that they may in fact be criminals out to steal credit card information.
