US Gaurdian have taken my money but not send the credit card consumer fraud ripoff Lake Charles Louisiana

On spet 12 2002 a call came to my home telling me that i am approved for the master card. They took my bank address and my detials. Told me some one will call you after 30 minutes for secuirty purpose. The person also told me that i will receive my card on 26 sept.

Therefor I waited till 5th oct but i didn't recived my card. I tried calling them but the number is was wrong. It was 416-2893634 and its bell canada's number. Then i tried finding on internet and gone through rip-off. I couldn't believe on my eyes what i am reading. Is there any chances of refund because the amount of 199 is taken out from my bank. I don't know what to do.
