Ripoff over limit charges with finance charges

Three months ago I received a notice from Household Bank that I was over my credit limit. My limit was $1200 and I was supposedly over the limit by about $60.

About three months ago I received a notice from Household Bank that I was over my credit limit by about $60. But my regular payment notice said my minimum payment was just $31.

I called them and specifically asked how much I needed to pay to be back under my credit limit. They said $75. I paid it.

The next month I got another over limit notice and called. They said the over limit was for the finance charge! But they also said that if I made the payment on time I would not be over my limit. I made the payment that day by phone.

This month I have recieved another notice that I am over my limit because of the finance charge AND the over the limit fee of $29!!! BUT, my minimum payment required is STILL just $31.

On both occasions that I spoke with them, I specifically asked how much I needed to pay to be under my limit and they LIED to me and told me an amount that kept me just $10!!! Over my limit, for which they then tacked on a $29 over limit fee!!!

Is this legal? Who do I report this crime to?
