FreeCreditReport.com posted unauthorized charges to my checking account

I went to FreeCreditReport.com to obtain a "free" credit report. About 30 days later $12.99 was deducted from my checking account, paid to CIC Triple Advantage. I called the 800 number and found out this was FreeCreditReport.com, and that when I obtained my credit report they automatically enrolled me in a monthly credit monitoring service.
I advised the customer service associate that I did not sign up for a credit monitoring service, did not authorize any charges to be made against my checking account, and that I wanted the charges refunded. The associate said that the monthly monitoring service was described in the "terms and conditions" section of the web site and that I had agreed to the service and to having the fee charged to my Visa debit card. I told her repeatedly that I did not authorize these charges, that I wanted to cancel my enrollment, and that I wanted the charges refunded.
She repeatedly told me that the charges were nonrefundable and that I had agreed to the fee. She repeatedly told me she could cancel my membership and that no further charges would be posted to my account but the $12.99 I had already been charged was nonrefundable because I did not cancel my membership within the first 30 days.
Finally I told her I was going to file a fraud report with my bank if the $12.99 was not refunded, at which point she placed me on hold and then returned to tell me that the $12.99 would be returned to my account.
I was placed on hold many times throughout our conversation, and each time it sounded as though we had been disconnected but I remained on the line and eventually she returned. And of course there was a long wait time to talk to anyone in the first place.
So far I have not received the refund (it has been 3 business days).
