Holding back debit card transaction to profit from over draft charges after funds expire

On 1-11-08 i used debit card to pay bill, on 1-28-08 wamu waited to process this after i activated anew debit card, this has caused me another over draft charge, this has been a on going practice. I am on a fixed income wamu knows at a certin time of the month my funds will expire then they start processing checks and debit card transactions after funds have expired. Many of the transaction are done with debit over the phone they are still late to process the transaction after funds expired. The phone automated system consistantly gives incorrect balance account..
