Chase Manhattan Sends Bills After Due Date and then Charges Late Fee

I have paid over $600 on a $500 account from Chase Bank because what they do is charge a late fee of $39 plus interest on the account and then do not send the statement out until AFTER the due date.

This is clearly loan sharking, yet they 'cannot do anything about it'.
