Price gouging with a surcharge of $205 that is not applied to my homeowner policy!

They are charging me a surcharge for Financial Responsibility which is now $205 and that is not applied to my homeowners policy... I think it is going into someone's pocket.
This Foremost Insurance company is price gouging. I am going to find a new homeowners insurance company.
