Auto Insurance Surcharge

The Hartford Insurance Company under the banner of AARP has imposed a surcharge of $200.00 per year for three years on my policy because of a moving violation. This is the only one in 16 years with Hartford and my claims totals are minimal. The State of Arizona Department of Insurance states, "The Arizona Insurance laws allow insurance companies to apply surcharges, yet do not require companies to apply surcharges". They contacted Hartford but respond that Hartford has not violated any laws so therefore cannot help me. I contacted AARP and they claim they contacted Hartford and replied that Hartford has responded to my problem, therefore no help. I have exhausted all avenues with Hartford and do not know who in State Gov't. To contact. Read you article in the Arizona Republic, thus this report. This may be a usual event for those who routinely acquire moving violations but this is a first for me and it seems totally unjust.in searching for other insurance i find that they also want to apply a surcharge. Something wrong with the rules or the Insurance companies interpretation. Help. Thanks.
