Opted out of interest rate increase but was charged it anyway

I received a letter in the mail stating that my interest rate would be over 20%. This letter also said I could opt out of this change. That is I did though my account would be closed and that I would still be able to make payments on the balance. This was in October. I just checked my account and they charged me over 21% anyway. Even though I opted out. I have all my documentation to prove that I opted out. These people are crooks. Beware!
