Consumer rip-off fraud

I mailed in an application on 8/2/02 for a guaranteed "gold card" with a $15,000 credit limit. What a joke, I was sent a card along with a flimsy 15 page catalog of merchandise I could purchase on that credit card. I returned the card along with a letter asking them to credit me for the $37 application fee I paid. I mailed this on 8/22/02. Still haven't heard anything.
