Gave me a second mortage I can't get refinanced Ripoff

I have a Homecomings second mortgage. My $78,000 house was valued around $140k. (First was @ $70K and the second was at $72K) I have been trying for years to refinance but every one, who thinks they can refi me, keeps telling me that I owe too much on my house and boy did I get screwed. 13.5% fixed for 30 years are you kidding me?

My wife just balanced the check book and realized that they have yet to send our July bill. Due to today's consumer fraud issues we shred everything after we pay it. I called to see where the bill was and at first the women said it mailed on the 5th of June. I have payed the June bill already and they have cashed the check. Now what about my July payment that was due on the 15th of July? The women stated that it is a courtesy to send the paper bill, which was mailed out on the 31st of July. I do not believe that it is a courtesy to receive a paper bill and asked to talk to a supervisor, 20 minutes later they hung up on me. If the check is delayed a day in the mail, their automated system calls our house non stop, every couple of hours until the check reaches their computer system.

Is there any way that I was taken advantage of on the initial loan amount? How do I get involved with the class action suit and do I qualify?
