Could not validate collection account Ripoff

I had a credit card with MBNA that was closed in 2003. While checking my credit bureau I found a collection from Midland Credit. It was from the MBNA card. I then called MBNA with the account number that was in the credit report. That stated that no money was owed, and this account number never existed.

I then called Midland Credit and asked them to validate the charge. They very rudely replied "they don't validate accounts." It is obvious they have no signed paperwork to prove their claim.

I would like to know why the credit bureau allows scam artist like Midland Credit to enter information that they cannot validate? They are doing a great disservice to the comunity by letting these people place anything they like on a public record.
