Trying to Re-Collect a Debt That Was Paid Off 14 Years Ago! Ripoff

Thieves and robbers! This makes me so furious because some people may see these scams and be scared and pay the debt again. I have ALWAYS paid my credit cards off monthly, but they're talking about some debt on a VISA card I had in California (haven't lived there in 22 years) from 1983! What can be done to put these people in prison and throw away the keys (after having them make restitution to all the people they've stolen from first, of course)?
