Ripoff Trying to collect a debt I don't recognize and won't tell me what it originally was fo

I have a collection notice with a settlement offer for a debt I cannot attribute to myself now or in the past. The Original Creditor is said to be GE Money Bank. I have one account with them, which is almost always current and certainly never more than 30 days lates in its history with me. Calling Paypal, which is the company using GE Money Bank, I am told that my account is in good standing. The company, affiliated with Accept Acceptance LLC is called First National Collection Bureau, Inc. And says it can tell me what the debt is for, when the acct was opened with the original creditor etc. They tell me it was a credit car with the following number 5348 1899 9976 XXXX. I have no cards with such a number and NEVER had one from GE Money Bank in my life. They say it is in my social security number with my address on it. One thing I am concerned with is that my address is just 4 years old and would not have been on some old credit card prior to that time. I feel they are trying to leverage this $440 settlement from me, claiming it is already on my credit report. I pulled my report in April and there is no GE money bank account other than the one I pay every month on time. Ther is certainly no asset acceptance account or master card with that account number. I do not want to have this on my report if it not mine and wonder what my legal options are. Thanks.
