Credit card scam for $2500 ripoff business from hell

I was contacted on July 13 from First Capital Consumers concerning a credit card for the amount of $2500 with a low interest rate of 9.5% (not sure about the rate). I was told that it would cost a one-time fee of $199.00 and no annual fee. I should receive this card within 7 to 10 days from the date of our phone call.

Here is July 31, and no card. The amount of $199.00 has been deducted from my checking account. I was given an ID No. (1650184646) and a Tracer No. (122242871946309) of the company that request this amount from my account. I was told that Pacific Mercantile (1-800-498-3063) was the company to call. When I called this number, they gave me another number to call (1-800-476-4828). When I called that number, I was told I had to call 1-800-787-1583 to talk with someone at First Capital Consumbers. That I did.

The young lady I spoke with told me that she could not help me because I did not have a PIN Number. I told her that I did not have a PIN Number. Then I asked her where do I get a PIN Number. She said that I should have gotten one from the sales representative when he called. Then I told her that he did not give me a PIN Number. So she again refused to help me with this problem.

I called several times to talk to someone in charge, but each time got the run around. The last person (young man) I spoke with there told me the same thing that he could not help me without a PIN Number. Not only that, but got smart with me. Then I began to believe I was scammed. Please help me if you can.
